Today marks an important event for our region and for Europe as a whole. The Baltic states – good friends of Ukraine – have disconnected from the Russian energy grid. Their energy systems are now fully synchronized with the European continental system. Ukraine had already done this in 2022, and now the Baltic states have also freed themselves from dependency. Moscow will no longer be able to use energy as a weapon against the Baltic states. This also means that Europe has become even more cohesive. This is exactly the course all of us in Europe should continue to follow across the continent. This is in particular relevant for Central European countries – those that still have agreements with Russia. We need to work more closely with America – LNG gas, oil. We need to work more closely with our partners in countries neighboring the European Union, in this region, to import the necessary energy. The Caucasus, the Middle East, North Africa. The less dependent Europeans are on Russia, the sooner we can ensure reliable security for everyone in Europe. I congratulate our friends – Lithuania, Latvia, and Estonia – on today’s achievement. It’s important that Poland is helping, proving once again that cooperation among us all means the independence of each of us.

Today, Commander-in-Chief Syrskyi reported on the front lines. Particular attention was given to the Pokrovsk direction and the operation in the Kursk region. I am grateful to all our units carrying out combat missions with resilience. For us to be successful in negotiations this year, Ukrainian warriors must remain steadfast on the front lines and effective in eliminating Russian occupiers. I want to recognize the warriors of the 225th and 425th assault regiments for their service in recent days and weeks. Thank you, guys! The Commander-in-Chief also reported on the modernization of our army – a corresponding plan has already been approved regarding the transition to a new organizational structure of the Ukrainian Armed Forces and the creation of corps. We are keeping attention on this – on implementation. The corps system is necessary. Today, we discussed approaches to appointing corps commanders – these must be the most prepared, most promising officers, with combat experience and modern mindset. The army must be modern. And most importantly – it must value its people. The corresponding decisions will be announced.

Just today, the rescue operations in Poltava were completed after a Russian missile strike. Unfortunately, this missile killed fourteen people, including two children – a nine-year-old and a twelve-year-old. My condolences to the families and loved ones. Twenty people were injured, including four children, ranging from a three-month-old baby to a twelve-year-old. Another twenty-two people were rescued. An entire section of the residential building – from the first to the fifth floor – was completely destroyed. And this was just one Russian missile, bringing so much pain, suffering, and loss. That is why Ukraine – and real peace – require guarantees. Guarantees that such evil will be stopped. Reliably. Not just with words or a few documents, but with something that can truly ensure the absence of Russian terror. Air defense systems and a sufficient number of interceptor missiles are essential for bringing peace closer. I am grateful to all our partners who are helping us with this and who fully understand what exactly we need.

Currently, efforts are still underway in Poltava after last night's strike. As of now, 17 people are known to have been affected. All of them have received assistance. Twenty-two people have been rescued. More people are still being searched for under the rubble. At the moment, the list of fatalities, tragically, includes 8 names. My condolences to their families and loved ones.In total, last night alone, the Russians launched 165 missiles and drones – of various types. In addition to the Poltava region, the Kharkiv, Dnipro, Zaporizhzhia, and Donetsk regions were also hit.Odesa is recovering from yesterday's strikes on the city center. Museums, the philharmonic, many historic buildings, and a famous Odesa hotel were damaged. Not only Ukrainians, but even Norwegian diplomats working in Ukraine were caught under attack in Odesa.We are working to attract more resources and partners to strengthen the Ukrainian air shield. Protection against shelling is an absolute priority. Much more needs to be done, but every one of our partners in the world who helps us with this is a life saver.

Як Президент Трамп планує завершити війни? Але ніхто не ставить таких запитань про Європу. І ми повинні бути чесними щодо цього.Коли ми у Європі дивимося на Сполучені Штати як на нашого союзника, це очевидно: вони є незамінним союзником. У часи війни всі турбуються, чи залишаться Сполучені Штати з ними. Кожен союзник про це хвилюється. Але чи турбуються у Сполучених Штатах, що Європа може колись їх покинути – перестати бути їхнім союзником? Відповідь – ні. Вашингтон не вірить, що Європа може запропонувати їм щось справді вагоме.Європа не може дозволити собі бути другою чи третьою в черзі для своїх союзників. Якщо це станеться, світ почне рухатися вперед без Європи, і це буде світ, який не буде ані комфортним, ані вигідним для європейців. Європі потрібно змагатися за першість у пріоритетах, альянсах і технологічному розвитку. Ми переживаємо ще один переломний момент, який одні вважають проблемою для Європи, а інші називають шансом. Європа повинна утвердитися як сильний глобальний гравець, як незамінний гравець.

I held a meeting of the Staff today, with a separate report from Commander-in-Chief Syrskyi regarding the front. The Donetsk areas are the most intense, as well as Zaporizhzhia, Kherson, and the Kharkiv region. Details of the Kursk region’s developments – the North Korean military is involved in the fighting. They have many losses. A great deal. And we can see that the Russian military and the North Korean enforcers have no interest in the survival of these Koreans at all. Everything is arranged in a way that makes it impossible for us to capture the Koreans as prisoners – their own people are executing them, there are such cases. And the Russians send them into assaults with minimal protection.Today we received reports on several soldiers from North Korea, our warriors managed to capture them. But they were seriously wounded and could not be resuscitated. This is one of the manifestations of the madness dictatorships are capable of. The Korean nation should not lose its people in the battles in Europe. And this can be influenced, particularly by Korea's neighbors, especially China. If China is sincere in its statements that the war should not escalate, it must exert appropriate pressure on Pyongyang.

Вчора був у Президента Макрона в Єлисейському палаці. Була хороша зустріч із Президентом Трампом. Ми обговорили важливі речі на полі бою в Україні та у глобальній ситуації – від нашого фронту до Північної Кореї.Я сказав, що нам потрібен справедливий і сильний мир, який росіяни не зруйнують за кілька років, як вони це вже робили. Це зрозуміло не тільки для нашої країни й регіону. Ми бачимо, як зараз Росія намагається підкорити Грузію після кількох війн проти цієї країни. Росія досі не відпускає Молдову. Зараз росіяни втікають із Сирії, але це не значить, що вони не спробують знов сіяти смерть там. Російська військова присутність є навіть в Африці, і саме з метою дестабілізації.Тому, коли ми говоримо про дієвий мир з Росією, ми повинні говорити передусім про дієві гарантії миру. Українці більше за всіх хочуть миру. Росія принесла війну на нашу землю. І саме Росія більше за всіх хоче зірвати можливість миру.Оновлені дані про російські втрати перевищують 750 тисяч їхніх людей. Це 198 тисяч убитих росіян та більше 550 тисяч поранених.Наші люди ціною своїх життів захищають свій дім, і кожне життя наших воїнів і наших цивільних цінне для нас. Від початку повномасштабної війни Україна втратила 43 тисячі воїнів, які загинули на полі бою. 370 тисяч випадків надання допомоги пораненим, і це з урахуванням, що в нашій армії приблизно 50 відсотків поранених повертаються у стрій, і фіксуються всі поранення, зокрема легкі й повторні. Одна з ключових відмінностей між російською армією й Силами оборони України – це рівень розвитку фронтової медицини, який у нашій армії значно вищий. Ми в Україні вдячні за це кожному й кожній, хто допомагає розвивати медицину в нашій армії та рятує наших поранених, здійснює реабілітацію.Із вересня цього року Росія втрачає на полі бою людей у співвідношенні 5 і навіть 6 проти 1 у нас. Так вони хочуть захопити більше землі, перш ніж тиск світу на них може посилитись до нестерпного.Окрім того, не забуваємо про наших людей у російському полоні – це тисячі людей, військових та цивільних, і частина з них у полоні ще з 2014-го, коли почалась окупація. За час від 24 лютого 2022 року нам уже вдалося повернути з Росії 3935 наших людей: 3767 воїнів та 168 цивільних. Ми повинні повернути всіх, і це ще значна робота. І ми повинні встановити правду про всіх безвісти зниклих наших людей.Не забуваємо і про депортованих Росією з української землі дітей: росіяни самі говорять, що таких украдених дітей сотні тисяч, і Росія розпорошує їх по своїй території. Повертати їх – найскладніше. На окупованій території України залишаються щонайменше кілька мільйонів людей.Ось що таке ця війна. Це не закінчити просто папірцем і кількома підписами. А припинений вогонь без гарантій може бути розпалений знову в будь-який момент, як Путін це вже робив. Щоб гарантувати, що втрат українців і українок більше не буде, треба гарантувати надійність миру й не заплющувати очі на окупацію.Ми всі знаємо Путіна дуже добре – він хворий на війни. Він почав свою кар’єру жорстокою війною проти Чечні та постійно розпалює інші війни. Його можна зупинити тільки силою, силою лідерів світу, які можуть стати лідерами миру. Розраховуємо на Америку та увесь світ для зупинки Путіна. Єдине, чого він боїться, – це Америка та єдність світу.Саме про мир завдяки силі ми говоримо з усіма нашими партнерами – про реальний мир і про кроки та гарантії, які для цього потрібні людям і державі, на яку напала Росія.Війна не має бути безкінечною, тільки мир має бути постійним та надійним.

Today, Chancellor Scholz visited Ukraine. We had an extensive discussion – one of the longest bilateral meetings, in a special format, lasting more than two and a half hours. We covered all the topics that matter for our countries. The main focus was air defense and strengthening our protection of the skies. Germany is already a leader in this area and, overall, in the support for Ukraine in Europe. On the continent, Germany is number one in terms of aid to Ukraine, having provided nearly €30 billion. This includes military support and aid to bolster our resilience. I want to thank the Chancellor personally, as well as all of Germany – the entire German people – who stand so firmly with us. It is vital for Ukraine that the level of German support does not decrease in the future. This would be the most important and timely signal to all our other partners. During my meeting with the Chancellor, we agreed that Germany will continue to support Ukraine as needed, regardless of what happens in global politics or how sentiments may shift.

Together with Commander-in-Chief Oleksandr Syrskyi, we decided that it was time to replace the Commander of the Land Forces of the Armed Forces of Ukraine. Major General Mykhailo Drapatyi has been appointed as the new Commander. Colonel Oleh Apostol – who previously commanded the 95th Air Assault Brigade – has been appointed as the new Deputy Commander-in-Chief. Both are highly experienced warriors. This year, Mykhailo Drapatyi organized the defense in the Kharkiv direction, practically thwarting a Russian offensive. Overall, since 2014, he has been involved in the war on the most intense and critical fronts. Oleh Apostol – a Hero of Ukraine – has held every command position within the Airborne Assault Forces; he has also been defending our state since 2014, and he knows exactly what is needed to enhance our army's combat capabilities. Now, Oleh Apostol will be responsible for the new quality of training for our warriors, and he will receive full support at all levels to ensure exactly that. The Land Forces of the Armed Forces of Ukraine are the backbone of our army. And much depends on how effectively the structure of the Land Forces, as well as the entire Defense and Security Forces of Ukraine, functions. Changes are needed – changes in personnel management that will ensure better results on the battlefield. Colonel Pavlo Palisa, a combat commander and Commander of the 93rd Kholodnyi Yar Brigade, has been appointed Deputy Head of the Office. He clearly understands what is happening in the brigades, at the front, and I need just such a person to know exactly what is happening on a daily basis directly from the front.And one more thing. The Ministry of Defense of Ukraine continues to develop our Army+ application, and in December, the National Guard of Ukraine is expected to join all Army+ services. In particular, this concerns transfers.

Overall, today is a very active day: lots of meetings, including at the highest level, for Minister of Defense of Ukraine Umerov in the Republic of Korea. On my instructions. Rustem Umerov has spoken with the President of South Korea, and with his counterpart, the Minister of Defense, and the National Security Advisor.The agenda is clear. It includes everything related to Russia's involvement of North Korea in the war against Ukraine – all aspects of this involvement. And the things we can do together. To defend our nations and to secure our regions together.The presence of not only missiles and shells from North Korea in Russia's arsenals but also soldiers on the frontlines – this is the globalization of war, initiated by Russia; and it can only be stopped globally. And upon Minister Umerov's return, I look forward to his report on the negotiations in Seoul.I am grateful to all those who are working for the benefit of Ukraine!
