Today our delegation returned from Geneva after negotiations with the American side and European partners. Now the list of necessary steps to end the war can become doable. As of now, after Geneva, there are fewer points – no longer 28 – and many of the right elements have been taken into account in this framework. There is still work for all of us to do together – it is very challenging – to finalize the document, and we must do everything with dignity. We appreciate that most of the world is ready to help us and that the American side is approaching this constructively. Practically the entire day yesterday was filled with meetings – and it was challenging, extremely thorough work.Our team has already reported today on the new draft of steps, and this is indeed the right approach – I will discuss the sensitive issues with President Trump. Ukraine will never be an obstacle to peace – this is our principle, a shared principle, and millions of Ukrainians are counting on, and deserve, a dignified peace. We will do everything for this, and we are ready to work as quickly as possible.

Today, I had a meeting with representatives of the United States. A high-level delegation, and a very serious conversation. The American side presented its proposals – the points of a plan to end the war – their vision. From the first days of the war, we have upheld one very simple position: Ukraine needs peace. A real peace – one that will not be broken by a third invasion. A dignified peace – with terms that respect our independence, our sovereignty, and the dignity of the Ukrainian people. And it is exactly such terms that we must secure. I outlined our key principles. And we agreed that our teams will work on these proposals to ensure it’s all genuine. We will not make any sharp statements. And we’re geared up for clear and honest work – Ukraine, the United States, and our friends and partners in Europe and around the world. These days, there are many conversations with European leaders, a lot of correspondence – and I thank all of Ukraine’s friends for their support. Today, I spoke with President of Finland Stubb – we are coordinating our efforts. I also remain in constant contact with other leaders, with the President of France. I expect to speak with President Trump in the coming days. We are fully aware that America’s strength and America’s support can truly bring peace closer, and we do not want to lose that. We are also aware that Russia has no real desire for peace – otherwise they would not have started this war. There are many assessments – entirely fair ones – that throughout this year, Russia has tried to do only one thing – namely, to delay sanctions and buy more time for its war. The United States has the power to ensure that Russia’s willingness to end the war finally becomes serious. I will continue working for this one hundred percent — all of my time is now devoted to this. Ukraine needs peace, and Ukraine will do everything to ensure that no one in the world can say that we are the ones supposedly undermining diplomacy. This is important.

Сьогодні під час зустрічі з Прем’єр-міністром Іспанії приділили багато уваги саме нашій оборонній взаємодії, і в умовах постійних російських ударів Україна справді цінує готовність Іспанії допомагати й надалі. Іспанія послідовно виконує нашу двосторонню безпекову угоду, і це дає впевненість у щорічній підтримці – мільярд євро щороку. Дякую за готовність Іспанії зробити внесок у програму PURL – 100 мільйонів євро. І це програма, яка дозволяє купувати для нашого захисту ракети для ППО. Обговорили виклики в енергетиці після російських ударів – є готовність Іспанії допомагати. Дякую за економічний пакет – 200 мільйонів євро, зокрема й на енергетику. І зараз маємо також домовленість, що Іспанія спрямує кошти за програмою SAFE – більше 200 мільйонів євро – на спільну з нами оборонну роботу. Це відчутно, і це правильний приклад для інших європейських держав.Вдячний за новий пакет оборонної допомоги, і це в тому числі ракети для ППО. Загальний обсяг пакета – 300 мільйонів євро, і це суттєво допоможе. Дякую Іспанії, Педро Санчесу за підтримку України, наших людей, нашої незалежності від початку повномасштабної війни. І це принципова підтримка.

Один із найбільш результативних візитів у цьому році – і точно новий рівень відносин України з Францією. Є історична домовленість про новий флот бойових літаків для нашої держави – 100 літаків «Рафаль». І це один із найкращих бортів, які можна використовувати для нашого захисту. Разом зі шведськими «гріпенами», разом з американськими F-16 українські Повітряні сили зможуть виконувати всі необхідні оборонні завдання та гарантуватимуть нашу безпеку. Отримаємо також дуже ефективні французькі радари та нові системи ППО SAMP/T, які захищають саме від тих типів ракет, що використовують росіяни. Домовилися про постачання ракет «повітря – повітря» та керованих авіабомб. Франція готує і новий пакет військової підтримки, який буде в нас до кінця року. А ще маємо стратегічний інтерес до співпраці між нашими оборонними секторами – і це буде значне зміцнення нашої оборонної промисловості разом із Францією. Україна будує саме такі історичні зв’язки з партнерами у Європі, яких раніше в нашої держави ніколи не було. На двосторонньому рівні ми робимо те, що з’єднає нас і на рівні всієї Європи: кожна двостороння домовленість – це внесок у наше українське майбутнє як невід’ємної частини об’єднаної Європи. Європи мирної, вільної та в безпеці. Дякую всім, хто допомагає! Дякую всім, хто захищає інтереси України, як самого себе! Слава Україні!

Зустріч ключових керівників усієї сфери оборони та безпеки України. Заслухали доповіді розвідок – ГУР і Служби зовнішньої розвідки України – щодо російської спроможності продовжувати війну та планів на найближчі місяці. Кирило Буданов доповів по ситуації на загрозливих напрямках фронту, по військових приготуваннях Росії та строках, на які розраховує окупант. Наразі Росія провалила черговий визначений Путіним термін захоплення Покровська та Купʼянська, і терміни вкотре були перенесені. Олег Іващенко доповів щодо політичної ситуації в Росії, настроїв у їхньому суспільстві та в оточенні керівника держави-агресора, а також щодо економічної ситуації. Висновки зроблені. Визначили основні напрямки нашого захисту протягом найближчих тижнів, також доповнимо план оборонних заходів на зимові місяці. Продовжимо й застосування наших далекобійних санкцій – спеціальні служби, і передусім Служба безпеки України, та українська армія мають відповідні завдання. Готуємось до координації з ключовими партнерами в дипломатичній роботі, враховуючи оновлення в оцінках ситуації. Готуємо заходи, які можуть забезпечити дипломатичну активізацію. Restoration efforts continue after last night’s strike. It was a massive attack involving many ballistic missiles: at least 25 ballistic missiles were fired, along with aerobalistic and cruise missiles, plus more than 450 drones of various types. It was a very flagrant and largely demonstrative strike.Over the course of the night, Ukraine’s Defense Forces neutralized more than 400 drones, which is a significant result – achieved by our unmanned systems units, army aviation, and mobile fire groups. Electronic warfare did its job. Some of the missiles were also shot down – although, of course, it is extremely difficult to counter ballistic and aeroballistic missiles. Only a few systems in the world are capable of intercepting such missiles effectively – and to protect our entire territory, we need far more of these systems and far more of the missiles for them.We are working with our partners, with the United States, to purchase additional Patriots, and we are very much counting on the support. I am grateful to every leader. I am grateful to every one of our friends in Europe, in America, in Asia, who is supporting us and is trying to help. Decisions are coming.

We are also very actively preparing the Staff meeting and several other formats today with the military, the Minister of Defense, and the Office team following this week’s trip to the Donetsk and Dnipro regions. There were issues raised by the brigades regarding decisions that, unfortunately, are not fully effective. There was also feedback from battalion commanders regarding weapons supplies and support programs. We will increase funding for the brigades and corps on the front line that are engaged in the fiercest fighting. Government officials must also expand the military’s ability to purchase necessary equipment, hardware, and components. There are many questions, in particular about write-offs and decommissioning of assets. We must resolve all of these issues. We also discussed in detail the new contract-based framework of service in our army – all of this is being worked through, and there must be clear details for our warriors.It’s also important to recognize our units and warriors who are doing truly innovative work both in combat and in rescuing the wounded. I am grateful to all our genuinely committed people who are doing absolutely everything possible to defend Ukrainian positions, destroy the invader, and save our wounded.

A meeting with leaders in London has already taken place – this is the third positive development for Ukraine in just a few days. More sanctions against Russia are coming – and they will be aligned with the decision of the United States. This is a very right move by the U.S. President – sanctions against two Russian oil companies that export large volumes of oil. Today, all participants, without exception, in the Coalition of the Willing agreed that this is exactly how pressure should continue – on Russian oil: Russian oil companies, terminals, Russian tanker fleet, and the entire infrastructure of the aggressor. Today we agreed on decisions that can help us a lot. We will not disclose all the details yet, to make things harder for Putin.And even though Russia is now signaling to the world that sanctions supposedly don’t affect its economy, everyone can see the truth: gas station lines inside Russia, bankrupt Russian regions, and Russia’s federal budget deficit. Sanctions remain one of the most painful blows for Putin, personally for him.

Сьогодні в Брюсселі відбулося засідання Європейської ради. Хороші результати. Євросоюз запевнив, що фінансова допомога Україні буде збережена не лише в наступному році, а й у 2027-му. Це важливе одностайне рішення. Маємо політичну підтримку щодо заморожених російських активів та їх максимального використання на захист від російської агресії. Єврокомісія опрацює всі необхідні деталі. Є рух і щодо посилення ППО. Деталі поки не публічні, але маємо позитивні сигнали, і наші команди з відповідними країнами працюватимуть оперативно. І також предметно працюємо з країнами, які можуть підтримати нашу енергетику, – відновлення та постачання необхідних ресурсів.Нарешті затверджений 19-й пакет санкцій Євросоюзу – дякую за це. І ми обов’язково синхронізуємо цей пакет в українській юрисдикції. Також важливо, щоб його елементи були підтримані санкціями інших європейських країн, які поза межами ЄС, зокрема Британією, Норвегією та Швейцарією. Звісно, вже починаємо працювати із Євросоюзом і над наступним санкційним пакетом – Росія повинна відчувати реальні втрати від своєї війни. Дуже ефективним є й американське санкційне рішення щодо російських нафтових компаній – важливо, щоб усі у Європі підтримували курс на обмеження російського постачання. І вже починаємо працювати над наступним. Партнери нас чують і враховують наші пропозиції. Всі вже просто втомилися від того, що Росія постійно дурить світ і вважає, що їм там, у Москві, нічого за це не буде. Україна давно говорить, що сильні економічні та далекобійні санкції – це ключ до закінчення цієї війни. Координації буде більше. Дякую!

There have already been reports today from the military and from the Security Service of Ukraine. The situation at the front, in particular in the Pokrovsk sector and neighboring areas, as well as Kupyansk, the border areas of the Kharkiv and Sumy regions, and the Zaporizhzhia region. We are maintaining control of the situation, and I am grateful to every one of our units for their resilience. We are preparing certain steps of ours at the front and responding to every Russian strike. We also spoke with Commander-in-Chief Oleksandr Syrskyi, including about our long-range capabilities. There has been an increase both in the range and in the accuracy of our long-range sanctions against Russia. Practically every day or two, Russian oil refineries are being hit. And this contributes to bringing Russia back to reality.I also want to acknowledge the results achieved in recent weeks by our warriors of the 13th Operational Brigade of the National Guard and the 92nd Separate Assault Brigade – both brigades are destroying the occupier in the Kupyansk sector. There are also successes there by the 127th Separate Heavy Mechanized Brigade, units of the Special Operations Forces, the Security Service of Ukraine, and the Military Law Enforcement Service.
