The new feature is now available for testing - and you can revert back if you don't like it.
The new version of Google Chrome for iOS allows you to move the address bar to the bottom of the screen. In the standard Safari browser, this option is set by default starting from iOS 15.

To change the position of the panel, simply copy the link chrome:||flags|#bottom-omnibox-steady-state, paste it into the search bar, and hit "Go". In the window that opens, change the Bottom Omnibox (Steady) setting to Enabled and restart the app. The bar should move down. If you want to move the search back up, change the Bottom Omnibox (Steady) value to Disabled and restart the browser again.
The timeline for the public release of this feature has not been announced yet. It is also unclear whether the search bar will be moved down in the Android version of the browser. Google attempted to do this in 2017 but soon reverted everything back to its original state.
