The illegal annexation proclaimed by Putin won’t change anything.
All territories illegally occupied by Russian invaders are Ukrainian land and will always be part of this sovereign nation.

🇪🇺 Declaration by the HR/VP Josep Borrell on behalf of the European Union on the illegal sham “referenda” by Russia in the Donetsk, Kherson, Luhansk and Zaporizhzhia regions.
The European Union condemns in the strongest possible terms the illegal sham “referenda” conducted in parts of the Donetsk, Kherson, Luhansk, and Zaporizhzhia regions of Ukraine currently and partially occupied by Russia. The EU does not and will never recognise these illegal “referenda” and their falsified outcome, nor any decision taken on the basis of this outcome, and urges all Members of the United Nations to do the same. By organising these illegal sham “referenda”, Russia aims at changing by force the internationally recognised borders of Ukraine, which constitutes a clear and serious breach of the UN Charter. Their outcome is null and void and cannot produce any legal effect whatsoever.

Russia’s illegal sham “referenda” have no legitimacy and blatantly violate international law as well as Russia’s international obligations. They were conducted while Russia is waging a war of aggression against Ukraine and aim at the annexation by Russia of Ukraine’s occupied territories. They violate Ukraine’s Constitution and Ukraine’s independence, sovereignty and territorial integrity.
Furthermore, Russia’s illegal sham “referenda” in Ukraine took place amidst widespread and systematic abuses of human rights as well as intimidation of Ukrainian citizens by Russia and its illegitimately appointed authorities in Ukraine’s occupied territories. Therefore, these illegal “votes”, held under pressure and in a rush, do not represent the expression of the free will of the people living in these regions of Ukraine. The EU commends the courage of the Ukrainian residents who opposed the “referenda” and continue to resist the Russian occupation.
All those involved in organising these illegal sham “referenda” as well as those responsible for other violations of international law in Ukraine will be held accountable. Additional restrictive measures against Russia will be brought forward in this regard.
The EU remains unwavering in its support for Ukraine's independence, sovereignty and territorial integrity within its internationally recognised borders, and demands that Russia immediately, completely and unconditionally withdraw all of its troops and military equipment from the entire territory of Ukraine. In line with the UN Charter and international law, Ukraine is exercising its legitimate right to defend itself against the Russian aggression to regain full control of its territory and has the right to liberate occupied territories within its internationally recognised borders. The EU and its Member States will continue to support Ukraine’s efforts to this end, as long as necessary.

🇪🇺Statement by High Representative/Vice-President Josep Borrell on the illegal “referenda” in Luhansk, Kherson and Donetsk.
Today, so-called “authorities”, appointed illegitimately by Russia in the territories of Ukraine it militarily occupies, announced preparations for illegal “referenda”. This is Russia’s attempt to legitimise its illegal military control and aims to forcibly change Ukraine’s borders in clear violation of the UN Charter and Ukraine’s independence, sovereignty and territorial integrity.
The European Union strongly condemns these planned illegal “referenda” which go against the legal and democratically elected Ukrainian authorities, are in violation of Ukraine’s independence, sovereignty and territorial integrity, and in blatant breach of international law. The results of such actions will be null and void and would not be recognised by the EU and its Member States.
These illegal “votes” cannot be considered under any circumstance as the free expression of the will of the people living in these regions under constant Russian military threat and intimidation.
Russia, its political leadership, and all those involved in these “referenda” and other violations of international law in Ukraine will be held accountable, and additional restrictive measures against Russia would be considered.

🇪🇺As soon as Russian troops crossed the border into Ukraine, our response was united, determined and immediate. And we should be proud of that. We have brought Europe's inner strength back to the surface.
And we will need all of this strength. The months ahead of us will not be easy. Be it for families who are struggling to make ends meet, or businesses, who are facing tough choices about their future. Let us be very clear: much is at stake here.
And I stand here with the conviction that with courage and solidarity, Putin will fail and Europe will prevail.
Russia's financial sector is on life-support. We have cut off three quarters of Russia's banking sector from international markets.
Nearly one thousand international companies have left the country. The production of cars fell by three-quarters compared to last year. Aeroflot is grounding planes because there are no more spare parts. The Russian military is taking chips from dishwashers and refrigerators to fix their military hardware, because they ran out of semiconductors. Russia's industry is in tatters.
It is the Kremlin that has put Russia's economy on the path to oblivion.
One lesson from this war is we should have listened to those who know Putin. To Anna Politkovskaya and all the Russian journalists who exposed the crimes, and paid the ultimate price. To our friends in Ukraine, Moldova, Georgia, and to the opposition in Belarus. We should have listened to the voices inside our Union – in Poland, in the Baltics, and all across Central and Eastern Europe. They have been telling us for years that Putin would not stop.
