🇪🇺The European Commission welcomes the adoption of the 18th Russia sanctions package.The new measures focus on five building blocks: cutting Russia's energy revenues, hitting Russia's banking sector, further weakening its military-industrial complex, strengthening anti-circumvention measures, and holding Russia accountable for its crimes against Ukrainian children and cultural heritage. With this package, the number of listed vessels in Russia's shadow fleet reaches a total of 444 vessels, and the number of individual listings exceeds 2,500. This package also includes new sanctions against Belarus.The 18th package includes the following key elements:ENERGY MEASURES ▪️Lowering of the Oil Price Cap for crude oil from 60 to 47.6 USD, and introduction of an automatic and dynamic mechanism for its review in the future. The new system will ensure that the cap is always 15% lower than the average market price for Urals crude in the previous period of six months, resulting in both predictability for operators and downward pressure on Russian energy revenues.▪️Transaction ban for Nord Stream 1 and 2: This means no EU operator can engage in any transaction regarding the Nord Stream pipelines.▪️Import ban on refined oil products derived from Russian crude: This means a clampdown on refined product imports made from Russian crude that are processed abroad and delivered into the EU. This will prevent Russian crude oil from reaching the EU market in any form.▪️105 additional vessel listings, meaning that a total of 444 vessels in Russia's shadow fleet are now listed by the EU. 3 LNG tankershave been delisted following firm commitments that these vessels will no longer engage in the transport of Russian energy to the Russian Yamal and Arctic 2 projects. Listed vessels are subject to a port access ban and a ban on receiving services.▪️Full-fledged listings - asset freezes, travel bans - throughout the shadow fleet value chain. These target both Russian and international companies managing shadow fleet vessels, traders of Russian crude oil, as well as a major customer of the shadow fleet, a refinery in India with Rosneft as its main shareholder. For the first time, we are also designating a captain of a shadow fleet vessel as well as an operator of an open flag registry. FINANCIAL MEASURES▪️ Transforming the ban on provision of specialised financial messaging services with certain Russian banks into a full transaction ban: This means EU firms are banned from doing any business, including providing specialised messaging services subject to this measure so far, with the 23 listed entities.▪️ Adding another 22 Russian banks to this transaction and messaging ban, bringing the total to 45. No EU operator will be able to engage with any of the listed banks directly or indirectly, including providing specialised messaging services.▪️ Broadening the transaction ban for third-country financial operators , including crypto-asset providers who help circumvent sanctions, support Russia's war of aggression against Ukraine, or are connected to Russia's financial messaging service. EU operators are banned from carrying out transactions with any of those financial operators.▪️ New transaction ban targeting the Russian Direct Investment Fund (RDIF), its subsidiaries, its investments and financial institutions supporting them . The new measures prohibit engaging with any legal person, entity or body in which the RDIF holds any ownership or investments.▪️ Ban on provision of certain banking software: The prohibition on provision of services and software to the Russian Government and to Russian companies will now include key types of banking software. TRADE MEASURESThe package expands export restrictions and bans to further disrupt and weaken Russia's military-industrial complex. Вводится автоматический динамичный механизм для изменения потолка цен на нефть и обеспечения его эффективности. Today at the Ukraine Recovery Conference in Rome, President von der Leyenhasunveiled a new €2.3 billion package of agreements with to support Ukraine's recovery and reconstruction efforts.The package comes under the Ukraine Investment Framework and includes €1.8 billion in loan guarantees and €580 million in  grants. It is expected to mobilise up to €10 billion worth of investments in Ukraine.In parallel, the Commission today has disbursed €1 billion underthe sixth instalment of the EU's €18.1 billion Macro-Financial Assistance (MFA) package to Ukraine, which is to be fully paid out by the end of 2025. With this payment, the Commission's total lending to Ukraine under this MFA reaches €8 billion since the start of the year. 🇺🇦 Сьогодні під час Конференції з відновлення України в Римі Президентка Європейської комісії Урсула фон дер Ляєн представила новий пакет угод на суму €2,3 млрд на підтримку відновлення та реконструкції України.Цей пакет реалізується в межах Ініціативи з інвестування в Україну (Ukraine Investment Framework) і включає €1,8 млрд у вигляді гарантій за кредитами та €580 млн у формі грантів. The EU is now launching an EU Humanitarian Air Bridge operation consisting of several flights to Egypt to bring lifesaving supplies to humanitarian organisations on the ground in Gaza.The first two flights will take place this week, carrying humanitarian cargo from UNICEF including shelter items, medicines and hygiene kits.This operation via the European Humanitarian Response Capacity will facilitate the delivery of assistance to people in need in Gaza. Additional emergency items from EU emergency stockpiles are available and ready to be deployed to our humanitarian partners as soon as requested. 🇪🇺 🇺🇦 Statement on the deadly attack in KupianskRussia’s appalling terror against Ukraine’s civilian population shows no signs of abating and reached another grim landmark today. An attack targeted a café and a grocery store in the settlement of Hroza in Kupiansk, Kharkiv oblast, killing at least 50 people, including a child and injuring many others.This was yet another heinous attack against innocent civilians, in addition to Russia’s continued daily indiscriminate attacks near the frontlines – just earlier today Russia attacked a hospital in Beryslav, Kherson region.Intentional attacks against civilians are war crimes. Russia’s leadership, all commanders, perpetrators and accomplices of these atrocities will be held to account. There will be no impunity for war crimes.The EU commends the Ukrainian people's strength, courage and resistance. The European Commission will not prolong restrictions on the export of Ukrainian agri-products. But to prevent market distortions in neighbouring Member States, Ukraine has committed to control its exports, including by setting up a licensing system.The Commission has analysed the data related to the impact of the exports of 4 categories of agricultural products on the EU market.It has concluded that thanks to the work of the Coordination Platform and to the temporary measures introduced on 2 May 2023, the market distortions in the 5 Member States bordering Ukraine have disappeared. As a result, it has been agreed that: Existing measures will expire today. Ukraine has agreed to introduce any legal measures (including, for example, an export licensing system) within 30 days to avoid grain surges. Until then, Ukraine is to put in place from 16.09.2023 effective measures to control the export of 4 groups of goods in order to prevent any market distortions in the neighbouring Member States. Ukraine will submit an Action Plan to the platform no later than close-of-business on Monday 18 September 2023. The European Commission and Ukraine will monitor the situation via the platform to be able to react to any unforeseen situations. Russia continues terrorising Ukraine’s civilian population. Today’s heinous and barbaric missile attack on a market area in Kostyantynivka in Donetsk region killed at least 16 people, including a child and injured dozens others.This attack follows an escalation over the past months of missile and drone attacks all over Ukraine, especially on civilian objects, killing and wounding more than 410 civilians over the past two weeks alone. It comes in addition to Russia’s daily indiscriminate shelling and bombing near the frontlines causing hundreds of civilian victims. The EU strongly condemns these attacks on civilians and civilian infrastructure and calls on Russia to stop immediately its inhumane and illegal aggression.Russia also intensified attacks on key facilities for the export of Ukrainian grain including in the Odesa and Danube areas with the latest attack taking place last night. This further demonstrates how Russia is exacerbating the global food security crisis with its illegal war of aggression against Ukraine, but also puts at full display Russia’s logic of maximising its economic profits at the expense of Ukraine, putting deliberately at risk millions of most vulnerable people worldwide. Intentional attacks against civilians are war crimes. ⚡️🇪🇺 EU agrees to extend the scope of sanctions on Belarus to fight circumventionThe European Commission welcomes today's adoption by the Council of further targeted restrictive measures arising from Russia's illegal invasion of Ukraine, and in response to Belarus's involvement in the aggression.In particular, the new measures create a closer alignment of EU sanctions targeting Russia and Belarus and will help to ensure that Russian sanctions cannot be circumvented through Belarus.The measures expand the ban on exports to Belarus to a number of highly sensitive goods and technologies which contribute to Belarus's military and technological enhancement. The Council also imposes an additional export ban on firearms and ammunition, and on goods and technology suited for use in aviation and the space industry. ⚡️The International Centre for the Prosecution of the Crime of Aggression against Ukraine (ICPA) starts its operations today in the Hague.Hosted by the European Union Agency for Criminal Justice Cooperation (Eurojust), the newly established Centre will be key to investigate Russia's crime of aggression against Ukraine and facilitate case building for future trials. It will provide a structure to support and enhance ongoing and future investigations into the crime of aggression and contribute to the exchange and analysis of evidence gathered since the start of the Russian aggression.Eurojust will provide operational, legal, financial, and logistical support, including for preserving, storing, and analysing evidence. 🇪🇺 Update on EU support for Ukraine following the destruction of the Nova Kakhovka damThe European Union is mobilising its strategic reserves from the rescEU shelter capacities. Three mobile water treatment stations have been deployed to help the local authorities solve one of the most urgent needs in the area – access to drinking water. Each water treatment station can produce 120,000 litres of clean water per day.16 European countries – Austria, Belgium, Bulgaria, Czechia, Denmark, Estonia, Finland, France, Germany, Latvia, Lithuania, the Netherlands, Norway, Poland, Spain, and Sweden – have now offered assistance via the EU Civil Protection Mechanism, delivering water tankers, water pumps, boats, rescue equipment, generators, and other in-kind life-saving assistance to the affected areas.The EU’s humanitarian partners in Ukraine have re-directed their ongoing response to provide life-saving assistance to the affected populations, including drinking water, ready-to-eat food, cash assistance and the distribution of shelter equipment. To further support humanitarian operations on the ground, the EU has also mobilised an additional €500,000 to address the immediate needs resulting from the destruction of the Kakhovka dam.
