Я не вважаю, що ця угода була. Я вважаю, що це був папірець, тому що в нас окупували наші території і загинуло дуже багато людей. І нас не захистила ця угода. Не вважаю, що вона сильна або дієва.Тому для мене угоди – це не просто підписати. Треба знати деталі, що буде, якщо «русскіє» прийдуть з агресією, розпочнуть ще раз війну. Як американці, європейці будуть реагувати. Як будуть реагувати партнери. Який deterrence package буде в України. Що буде знаходитись на території України. Як укомплектована буде наша армія. Наскільки сильна, які в нас будуть запаси. На що ми можемо розраховувати. Який пакет санкцій буде вводитись одночасно проти агресора.Угода повинна бути для України справедлива і дієва.
Завершується переміщення «Орєшніка» на територію Білорусі. Ми розуміємо, де буде розміщення. Інформацію передаємо нашим партнерам. Партнери самі можуть оцінити цю загрозу й зрозуміти, як їм на це реагувати. До цього ми попереджали наших європейських і американських партнерів про те, що Росія буде розміщувати «Орєшнік» на території Білорусі. Ми показували дистанцію, на яку буде діяти «Орєшнік». Це загроза багатьом європейським країнам, включаючи Польщу, Німеччину та інші країни.«Орєшнік» дронами збити неможливо на сьогодні. Вони використовували «Орєшнік» по території України. Ми розуміємо, як із цим боротися. Ми просили, щоб наші партнери застосували санкції проти компаній, які знаходяться як на Європейському континенті, так і на інших континентах, і які продають компоненти, що підходять до «Орєшніка», через треті країни. Я не бачу введення цих санкцій. Поки що вважаємо, що Росія буде продовжувати виробляти «Орєшнік». Ми розуміємо кількість систем.Вони це роблять не просто так. В мене питання достатньо логічне. Я вважаю, що треба цим займатися.
Сьогодні ми почули з Москви чергові сигнали, що наступний рік вони готують роком війни. І це сигнали не тільки для нас. Важливо, щоб партнери це бачили. І важливо, щоб вони не тільки бачили, а й реагували, зокрема партнери в Сполучених Штатах Америки, які часто кажуть, що Росія начебто хоче закінчити війну. Але з Росії звучить зовсім інша риторика, інші сигнали – і як офіційні розпорядження їхній армії. Треба цей настрій Росії бачити й реагувати на нього. А коли в них саме такий настрій, то і дипломатію вони будуть підривати, намагаючись різними дипломатичними формулюваннями, тиском по тому чи іншому пункту в документах просто прикривати своє бажання знищити Україну, українців, бажання добитися легітимізації крадіжки Росією нашої землі. А далі – інші країни у Європі, які хтось там у Росії може колись назвати своїми начебто «історичними землями». Потрібен реальний захист від цієї російської історії божевілля, і зараз ми продовжимо роботу з усіма партнерами, щоб такий захист дійсно був. Потрібні безпекові рішення, потрібні фінансові рішення, зокрема по російських активах, потрібні політичні рішення. І потрібна сміливість усіх наших партнерів бачити правду, визнавати правду та діяти відповідно. Я хочу подякувати кожному, хто саме так підтримує Україну та роботу на досягнення безпеки.
Продовжуємо в щоденному форматі, фактично 24/7 спілкуватися з усіма нашими партнерами, щоб визначити працездатні та реалістичні кроки для закінчення війни. Все має бути надійно та достойно для України.Сьогодні у графіку – розмова з американською стороною щодо документа, який деталізуватиме процес відбудови та економічного розвитку України після війни. We are starting a new diplomatic week right now – there will be consultations with European leaders. First and foremost, security issues, support for our resilience, and support packages for our defense. First and foremost, air defense and long-term funding for Ukraine. Of course, we will discuss a shared vision and common positions in the negotiations. In recent days, representatives of Ukraine held substantive discussions with envoys of the U.S. President – and now NSDC Secretary Rustem Umerov and Chief of the General Staff Andrii Hnatov are en route to Europe. I expect detailed information from them on everything that was said to the American envoys in Moscow, and on the nuances the Americans are prepared to modify in negotiations with us and with the Russians. Yesterday, we spoke with Steven Witkoff and Jared Kushner – thank you for your readiness to work together 24/7. The American envoys are aware of Ukraine’s core positions, and the conversation was constructive, though not easy. We continue our work. Some issues can only be discussed in person: Umerov and Hnatov will brief me, and I will also speak with European leaders – we have meetings scheduled in London and Brussels.
Today, I held a Staff meeting, focusing on several key areas. First – air defense and everything needed for the daily downing of Russian missiles and the downing of drones. Funding for interceptors, production volumes, agreements with our partners – the Ministry of Defense and the military command maintain regular oversight of all this, and production must be ramped up to the maximum. Special attention was on short- and medium-range air defense, which is needed both at the front and for protecting energy facilities. We have updated our needs, and production will be increased accordingly. Our Ukrainian production is our guarantee of protection. Ukrainians cannot depend on whether something can be sourced from the global market or from partners’ stockpiles. Production targets must be met on time, with personal accountability at every level.We are also addressing brigade requests, following my visits to the frontline areas. One such request concerns the fair distribution of personnel among brigades. The replenishment of brigades must be reviewed, of course. This is being raised in nearly every combat brigade, and the Staff has now tasked Chief of the General Staff Andrii Hnatov, together with Pavlo Palisa, Deputy Head of the Presidential Office and a highly experienced military officer, to work through all of this. Draft decisions are expected to be prepared for me shortly.Of course, detailed reports on the frontline situation were presented across key areas. Kupyansk, Pokrovsk, Huliaipole. It is important that our Ukrainian warriors continue destroying the enemy, holding positions, and completing combat missions. This is the very foundation of our ability to negotiate in Ukraine’s interests.
It has been a long and difficult day today. Since the night, I’ve received reports from the military, the Ministry of Internal Affairs, and from the regions on our countermeasures against the Russian strike and on our recovery efforts. It was a massive attack – and it’s particularly cynical that Russia carries out such attacks while discussions on how to end the war are ongoing. America is very active, Europe is too, and so are our other partners. Everyone shares the same agenda – yet only Moscow invariably keeps the war against Ukraine as their top priority. Strikes like the one today confirm this. Therefore, for all of us, it is extremely important not to forget the real situation, not to forget what is happening here and now, and to counter Russian strikes. Of course, counter them 24/7. Ukrainian representatives are working with the United States 24/7, as well as with those who can help ensure truly real, effective steps toward ending this war. Likewise, we are doing everything 24/7 to ensure our army and our people have the means to defend themselves.
Today our delegation returned from Geneva after negotiations with the American side and European partners. Now the list of necessary steps to end the war can become doable. As of now, after Geneva, there are fewer points – no longer 28 – and many of the right elements have been taken into account in this framework. There is still work for all of us to do together – it is very challenging – to finalize the document, and we must do everything with dignity. We appreciate that most of the world is ready to help us and that the American side is approaching this constructively. Practically the entire day yesterday was filled with meetings – and it was challenging, extremely thorough work.Our team has already reported today on the new draft of steps, and this is indeed the right approach – I will discuss the sensitive issues with President Trump. Ukraine will never be an obstacle to peace – this is our principle, a shared principle, and millions of Ukrainians are counting on, and deserve, a dignified peace. We will do everything for this, and we are ready to work as quickly as possible.
Today, I had a meeting with representatives of the United States. A high-level delegation, and a very serious conversation. The American side presented its proposals – the points of a plan to end the war – their vision. From the first days of the war, we have upheld one very simple position: Ukraine needs peace. A real peace – one that will not be broken by a third invasion. A dignified peace – with terms that respect our independence, our sovereignty, and the dignity of the Ukrainian people. And it is exactly such terms that we must secure. I outlined our key principles. And we agreed that our teams will work on these proposals to ensure it’s all genuine. We will not make any sharp statements. And we’re geared up for clear and honest work – Ukraine, the United States, and our friends and partners in Europe and around the world. These days, there are many conversations with European leaders, a lot of correspondence – and I thank all of Ukraine’s friends for their support. Today, I spoke with President of Finland Stubb – we are coordinating our efforts. I also remain in constant contact with other leaders, with the President of France. I expect to speak with President Trump in the coming days. We are fully aware that America’s strength and America’s support can truly bring peace closer, and we do not want to lose that. We are also aware that Russia has no real desire for peace – otherwise they would not have started this war. There are many assessments – entirely fair ones – that throughout this year, Russia has tried to do only one thing – namely, to delay sanctions and buy more time for its war. The United States has the power to ensure that Russia’s willingness to end the war finally becomes serious. I will continue working for this one hundred percent — all of my time is now devoted to this. Ukraine needs peace, and Ukraine will do everything to ensure that no one in the world can say that we are the ones supposedly undermining diplomacy. This is important.
Сьогодні під час зустрічі з Прем’єр-міністром Іспанії приділили багато уваги саме нашій оборонній взаємодії, і в умовах постійних російських ударів Україна справді цінує готовність Іспанії допомагати й надалі. Іспанія послідовно виконує нашу двосторонню безпекову угоду, і це дає впевненість у щорічній підтримці – мільярд євро щороку. Дякую за готовність Іспанії зробити внесок у програму PURL – 100 мільйонів євро. І це програма, яка дозволяє купувати для нашого захисту ракети для ППО. Обговорили виклики в енергетиці після російських ударів – є готовність Іспанії допомагати. Дякую за економічний пакет – 200 мільйонів євро, зокрема й на енергетику. І зараз маємо також домовленість, що Іспанія спрямує кошти за програмою SAFE – більше 200 мільйонів євро – на спільну з нами оборонну роботу. Це відчутно, і це правильний приклад для інших європейських держав.Вдячний за новий пакет оборонної допомоги, і це в тому числі ракети для ППО. Загальний обсяг пакета – 300 мільйонів євро, і це суттєво допоможе. Дякую Іспанії, Педро Санчесу за підтримку України, наших людей, нашої незалежності від початку повномасштабної війни.
