Europe was unable to compensate for the drop in American aid to Ukraine in 2025, — Institute for the World Economy in Kiel (IfW).After record volumes at the beginning of the year, military aid sharply declined in the summer, and the decline continued in September and October. In 2022–2024, annual allocations averaged 41.6 billion euros, while in 2025, only 32.5 billion have been allocated so far. To return to the previous level, partners will have to effectively double their contributions by the end of the year.IfW notes: at the current pace, Europe is not able to compensate for the lack of US support. If the trend continues, 2025 will be the year with the least new aid since the start of the Russian invasion.Germany, France, and the UK have increased their military contributions (Germany — almost threefold, France and Britain — more than doubled), but in terms of GDP percentage, they still lag significantly behind Denmark, Finland, Norway, and Sweden.Italy reduced its already small allocations by 15%, and Spain did not announce new aid in 2025.
