The UN special rapporteur on torture, Alice Jill Edwards, said at a press conference in Kyiv that the torture that the russians used on Ukrainian prisoners of war and civilian hostages was so massive that it is definitely the state policy of the russian federation in relation to Ukraine.
Edwards emphasized that among Ukrainian prisoners of war captured by russia and then released in exchange, 90% were subjected to torture, including sexual violence. According to their testimony, their comrades died from beatings or because of poor conditions of detention.
"These are not random occurrences or isolated deviations, they are part of a government policy aimed at intimidation, incitement of terror or coercion of confessions," said Edwards.
According to her, in the year after receiving the mandate of the UN special rapporteur, she appealed to the authorities of the russian federation no less than seven times in connection with cases of torture, but she never received an answer. She believes that while russia denies complicity in torture, its refusal to investigate reports of it practically means approval of its use.
